Repost: A New View of Exceptions

Sometimes you read or hear a claim and think, "That's totally wr... right."  Oh, it does work that way.  Exceptions are Shared Secrets is of this vein.  Exceptions are a secret, side-channel between the raiser and the proper handler.  No other component should be aware of the exception.  Right?
